Synopsis

A band of murderous vigilantes assume judiciary power in London; criminals who have escaped punishment in the courts are secretly tried by hooded men and executed by hanging in a public place. Inspector Hillier of Scotland Yard is assigned to the investigation, but he is anxious to solve a case involving a sex maniac who has decapitated several young women, including the inspector's sister. Ann, Hillier's fiancée, agrees to act as bait, and she is abducted by the mad surgeon, Dr. MacFergusson. Evading the police, he prepares to make Ann another victim of his gruesome experiments, but Ann escapes when the vigilantes capture MacFergusson and place him on trial. Through an undercover man, the authorities interrupt the kangaroo court and shoot the gang's leader. His hood removed, Hillier is revealed as the vengeful executioner of London.
