Synopsis
Alan O'Connor, ace sleuth of the United States Secret Service, is called by the naval authorities to solve the mysterious disappearance of Lieutenant Don Carrington, the inventor of a valuable vapor fuel. With Bobbie Reynolds, a woman investigator, O'Connor identifies the photograph of a beautiful woman he finds in Carrington's cigarette case as a dancer in a well-known nightclub. The woman, Anna Novna, does not tell all she knows, but through her, O'Connor locates a doctor of shady reputation who appears to be in on the plot. O'Connor trails the doctor and some of his dubious associates and discovers that they are planning to kidnap Anna, who knows too much about their operations, and take her aboard a tramp freighter that night. He hides on the ship and is surprised to find that Bobbie has preceded him. As soon as Anna has been brought aboard struggling, the ship puts out to sea. O'Connor lowers himself over the side and locates Carrington in an empty stateroom, bound fast to a table and weak from torture. O'Connor then clambers back to the deck, overpowers the radio operator and broadcasts a call for help. Upon returning to the stateroom, he discovers the gang of foreign agents about to torture Anna in order to force Carrington to reveal the secret formula. O'Connor sets the ship's fire alarm ringing, and when the gang rushes out to learn the cause for the alarm, he slips into the stateroom and locks the door. The gang returns and breaks open the door and a fight ensues. Bobbie then comes out of her hiding place and, fearing for O'Connor's safety, lights several rockets and flares, before being overpowered by the crew. Her purpose is accomplished, however, for the flares are sighted by the naval destroyer, which has responded to O'Connor's radio call. The destroyer quickly overtakes the ship and captures the gang. Carrington, O'Connor and Bobbie are rescued, but Anna is killed by a bullet intended for O'Connor.

The film's working title was Naval Spy. According to a Hollywood Reporter news item, actor LeRoy Mason was hired to play a part in the retakes which were directed by film editor Joseph H. Lewis, however, Mason's appearance in the released film has not been confirmed. This film was the second in the George Hirliman/Grand National "Federal Agent" series.
