Dennis, an undercover narcotics agent, is sent to investigate smuggling activities on a Mediterranean island; Malo and Blake, partners in a gambling casino, are his principal suspects. As Dennis arrives on the island, however, Blake is beaten by Joe and then shot by Joe's mistress, Francesca. Malo witnesses the murder and attempts to blackmail the couple. To make contact with Malo, Dennis deliberately loses money gambling and goes to Malo's apartment for a loan. As Dennis leaves the apartment, he meets Detective Costello, who insists that together they confront Malo. They return to the apartment and discover that Malo has been stabbed to death. Since the door was locked from the inside, and since Dennis was the last person to see Malo alive, he becomes the prime suspect. Priscilla, an undercover agent, arrives on the island to assist Dennis in solving Malo's murder. They immediately suspect Francesca, who has been making secret underwater excursions and receiving small packages at the apartment building she shared with Malo. On one of Francesca's trips, Dennis swims after her and narrowly escapes being struck by a spear. Having solved the mystery of Malo's death, Dennis visits Costello to demonstrate how Francesca killed Malo by firing a spear gun through her window into his and recovering the spear by means of an attached cord. Meanwhile, Francesca, who is collecting the packages of heroin from her underwater cache and, with the help of her lover, Joe, transporting them to her yacht, suddenly turns on Joe, cuts his air hose, snatches his packages, and surfaces beside her yacht--only to find a police launch with Dennis and Priscilla aboard waiting for her.
