Ronny Hillyer, the manager of a gambling yacht owned by McFee, is promoted to full partnership. McFee kills the watchman in self-defense when he pulls a gun on him. Moments later, police raid the yacht and, to save McFee, Ronny leaps into the sea with the incriminating gun. He surfaces near an empty dockside houseboat, drops his clothes and the gun into the sea and puts on a sailor's outfit that he finds. Ronny assumes the identity of Bill, to whom the uniform belongs. Meanwhile, Joan O'Brien brings her father home to an adjacent houseboat. Ronny introduces himself as Bill and is invited to stay in an empty houseboat. Police question McFee, but he is released because of the lack of evidence. Ronny meets Tod, a strong sailor who loves Joan. When Ronny saves a little boy named Mickey O'Flaherty from a truant officer, Joan is touched by his kindness and realizes that he is not a real sailor when they go lobster fishing. Ronny later accompanies Captain O'Brien to a roll of the dice at Tony Spadaloni's and wins through "beginner's luck." At first Joan blames Ronny for encouraging her father's lapse back into gambling, but forgives him when she discovers he has left them his winnings. Tod finds Ronny's discarded clothes, and the arrival of Bill's friend Alex, confirms his suspicions; however, Ronny has already left. When Ronny rejects the advances of McFee's former mistress, Gloria, while planning a trip, she informs on both men to the police, who arrive as Ronny is bidding farewell to Joan during her birthday party aboard ship. McFee appears during the ensuing fight, but surrenders to the police as a concession to Ronny. Ronny has won out over Tod as Joan's suitor and promises McFee a partnership in the restaurant he and Joan plan to open.
