Chief Petty Officer Malone is rushing to return to his ship before it sails when he meets little Tommy, a runaway from an orphanage. Tommy suggests teaming up to thumb a ride, and their ploy works when Steve Moore, the daughter of a Navy man, offers them a lift. Appalled when Malone jumps out of the car and leaves Tommy behind, Steve decides to take the boy to meet his "father" when the fleet docks in San Francisco. In San Francisco, Steve's father locates Malone's commanding officer, who refuses to believe Malone's denials about his fatherhood and orders him to make arrangements for his son. While Malone is still reeling from his newfound parenthood, Steve takes charge of Tommy, who has decided that she and Malone would make a "swell mom and pop." However, Steve has vowed never to marry a Navy man, and is engaged to wed businessman Brad Wheeler. Despite Malone's initial anger, Tommy wins the sailor's sympathy with tales of life in the orphanage, and Malone offers to let the boy stay with him until after Christmas. This precipitates a battle between Malone, Steve and Brad regarding the boy's welfare, which results in Steve breaking her engagement to Brad. As Steve and the crew plan a surprise Christmas party for Tommy, Malone's snoopy landlady complains to the police about the boy, and Tommy, feeling remorse at the trouble he has caused Malone, decides to return to the orphanage. When Steve discovers that Tommy is missing, she rushes to headquarters, where Malone is being held for questioning and learns that Tommy is an orphan. Malone and Steve follow the boy, and upon finding him along the roadside, begin to fight over who will adopt him. Their fight results in a car accident, and they are hauled into the police station. A call to the orphanage reveals that neither one can adopt unless they are married, and Tommy's wish comes true as Malone and Steve wed to become his mom and pop.
