Police lieutenant Tony Roberts complains to newspaper editor Jameson that the newspaper is glorifying a gang of extortionists who are terrorizing local businesses. Despite Jameson's hesitation about having a woman as police reporter, Betty Wilson is sent to interview the publicity-shy Tony and she follows him downtown, where he prevents a gang from extorting payments from a group of workmen. But it is only when Jameson and his newspaper distributors are beaten by the same racketeers that Jameson turns against the mob and publishes Betty's story. Tony believes that the high number of parolees in the gang indicates that their leader is very powerful, so he makes plans to infiltrate the mob. Tony has Betty depict him in a newspaper story as a disillusioned policeman out to get his share. But the police interrupt Tony's sting and arrest him. Although he has hired the gang's best attorney, Tony is convicted and sent to prison. When Tony is finally brought before the parole board, Judge Grayson and his colleagues agree to release him on parole. Once free, Tony is hired by Nat Beldon to kill Betty, under the threat of having his parole revoked. Tony meets secretly with Betty, Jameson and the police chief, and together they plan and then fake Betty's murder. When Grayson arrives to collect extortion money that Tony procured, Tony records him as he reveals how he recruited criminals and parolees to work for him. The police arrive, Grayson is arrested, and Tony is promoted to captain and becomes engaged to Betty.
