When an Arab Emir is killed by two of his ministers, a young Englishman is falsely accused of the crime. The ministers then travel to London, where they demand oil concessions for England's "role" in the assassination. The British Foreign Minister, Lord Duncaster, is foolishly about to give in to their demands when he is abducted by his twin brother Richard, who assumes his role in the government and saves England from a possible war.
