Justin Eagle, a U. S. undercover agent in 1869, lives on a farm near the town of Button Willow with Stormy (his Chinese ward), Sorry (an old friend), and numerous animals including Rebel (his horse), Savannah (a snow-white mare), Alfy (a skunk), and Little Condor (a carrier pigeon). Justin is informed that the government is concerned about speculators headed by businessman Montgomery Blaine and his sidekick, The Whip, who are intimidating the settlers in order to acquire their land for an East-West railroad. While the friends are celebrating the birth of Rebel and Savannah's colt, Little Condor flies in and tells them that Senator Freeman, leader of the opposition to the speculators, has been kidnaped. Justin takes Rebel to the schooner in the San Francisco Bay where the senator is being held and manages to go aboard the schooner before it sails. With the help of Andy the Swede, also a prisoner, Justin overpowers the crew and returns the schooner to port. Upon arriving in Button Willow, Justin and Rebel are warmly welcomed by their friends.
