Yes, the budget is low. Sets are minimal and under lit. Ironically, these shortcomings work to enhance the atmosphere. Besides, how can you go wrong with Dwight Frye as a hunchback and British stage-trained Zucco in a dual role as a vampire? Best when viewed very late at night.

Spooky old classic, but it is hurt badly by very poor acting by much of the cast. Good atmosphere. Most definitely a "B" movie.
