Tim Butler is elected mayor as a compromise party candidate through the efforts of a political machine, which Tim believes is headed by the father of his fiancée, Sylvia Gorman, but in reality is run by grafters led by political boss Regan. After Tim attempts to make good on his campaign promise to rid the government of graft and succeeds in getting rid of some officials, Regan arranges a frame-up, whereby Tim is brought to the apartment of a notorious woman through a ruse and is photographed in a compromising position. The following scandal results in Tim's dismissal. Later, during an argument, Regan and one of his henchmen try to kill Tim, but a shot rings out and Regan is killed instead. Tim is arrested and sent to prison for life on a manslaughter charge. Mysteriously, no bullet is found in Regan's body, and soon a number of other unscrupulous political leaders are shot and killed by a gun which makes little noise and leaves no bullet holes. Tim's bright secretary, Ellen Manning, who lends him $250 so he can continue to employ her, and his friend, newspaper reporter Charlie Jasper, conduct an investigation. The half-insane, radical scientist Voikov, who has invented a gun which uses bullets made of ice and a secret formula, is discovered to have committed the murders to wipe out all the crooks and grafters in the city. Voikov, who is also a friend of Tim's, confesses to the crooked district attorney, then kills him and commits suicide. Tim is released from prison and appointed state's attorney by the governor. He and the faithful Ellen continue their romance.
