Confidence man Professor Ross (Hugh Herbert) is released from prison and goes to Knoxton where his daughter Judy (Peggy Moran) lives. She has told everyone, including her fiancee Jimmy Duncan (Johnny Downs), that her father has been exploring in South America. Civic leaders ask him to lecture at a gala reception. Because Jimmy needs money to finance a toy train factory, Ross ends his lecture with a sales talk about the valuable Iridium mines he found in South America. Ethelreda Knox (Elisabeth Risdon), big-time toy manufacturer, wants to get a monopoly on the Iridium stock, while Gentleman Jack (Robert Emmett Keane) and The Duchess (Gertrude Michael), a pair of slick crooks, also want to chisel in on the deal. Ross gets the swindlers and civic leaders to deposit $60,000 in the bank and he finances Jimmy's factory with the funds. Feeling somewhat "taken", Gentleman Jack and The Duchess rob the bank, but with the help of his crony Peter (George E. Stone), Ross sees to it that the pair leave town holding an empty bag. Ross reimburses the locals and suggests a merger of the factories owned by his bride-to-be Eltelreda and his future son-in-law Jimmy.

It is the fate of a small frontier town, adjoining the no-man's-land where the Russians and Austrians are fighting out one of the final campaigns of World War I, to be occupied one day by the Russians, the next by the Austrians, and the inhabitants soon acquire a complacent view of the changing allegiances. To the town comes Ann Warschaska (Isa Miranda), intent on aveninging the suicide of her sister, who has killed herself after being betrayed by an Austrian officer. She knows no more about his identity than the number of his room at the "Hotel Imperial". She gets a job at the hotel as a maid but soon combines this work with modeling, when an eccentric Russian, General Videnko (Reginald Owen), with a passion for painting asks her to pose for him. Breaking into the fatal Room 12, she finds Lt. Nenassey (Ray Milland), a young Austrian officer who has taken refuge there after being separated from the army. Thinking him the betrayer of her sister, she plans to hand him over to the occupying-Russians, but relents when she learns that there are two Room 12's. The man actually guilty of the crime is a Russian spy who holds a commission in the Austrian army. Believing him to be a fellow-soldier in distress, Nenassey makes plans to help him escape, but finds out at the last minute that he is a Russian spy. A strange turn events allows Nenassey to aid Anna in her mission and rid his country of a dangerous enemy at the same time. General Videnko, meanwhile, is giving a grand-style banquet for the man who will never be able to attend another.

Frank Sandino (Noel Madison), a suave, smooth confidence man, and his henchies are about to be run out of town on a fake real estate scheme, but his oratory skills soon has the town rubes in a buying frenzy. Sandino and Roland Adams (Harry Holman), portly and trusty-looking front man for Sandino, form an Avenging Angels league to rid America of foreigners, and plan to make a fortune selling robes to the members. Sandino decides to adopt the name of Sands for this escapade. They return to a town in which Adams was once the mayor, and find that Adams' daughter, Wynne (Norma Trelvar), is busy entertaining a host of friends at a party she is giving for her fiancee District Attorney Bob Sherman (Arthur Singley.) Once installed in the town, with the aid of the trusted Adams, Sands soon has gathered a flock of potential members for the Avenging Angels. He initiates them by forcing them to kneel while he holds a revolver at their head and forces them to take the oath that carries death as the punishment for breaking it. He and Adams then sell them hoods, cloaks and revolvers at fabulously high prices. It is soon easy for Sands/Sandino to turn the hatred among the members against the city's foreign elements. The town citizens, foreign-born excepted, are easily swayed by Sands, with the exception of Sherman and newspaper editor Harry Warren (Allan Cavan.) With the money rolling in, Sands opens chapters in other parts of the state, and when Adams voices his resentment at Sands' courting of his daughter, who has split from Sherman, Sands caters to the old man's ambitions and has him elected governor of the state. Sherman, after the Avenging Angels strike at the aviation plant because of the many foreigners it employs, Sherman urges Warren to start a campaign to expose Sands. Sands sends some of his henchmen, led by Dave Burtis (Roger Williams), after the crusading newsman and he is whipped to death. Sherman redoubles his efforts and even Adams is offended by the flogging death of Warren, and other acts of bloodshed by the clansman. Sherman has Burtis arrested but Sands soon has him freed for lack of evidence. Burtis comes home and discovers his wife, Toots (Dorothy Kildare), has been accidently shot while resisting Sands' advances. Sands feels obligated by the threat that Burtis now holds over him, and determines to get rid of him. When Adams threatens to veto a relief bill, because the veto will add a half-million dollars to the coffers of the Sands' group, the citizens gather outside the governor's mansion and yell for him to explain the veto.

Baker is in the hospital and the plan is bring Smitty there for identification. Kelly accidently slips the secret to Mary, who in turn innocently informs Packey. A trap is laid.

Glenda knocks Leo over the head before he can give the hitman a name. Leo is dead. Glenda sneaks back into her apartment, goes off on the cruise with Jeffrey and pretends that all is swell. Leo's partner, Stephen Bessemer, suspects Glenda and follows her to the ship. Bessemer stages a mock trial aboard the ship and cleverly draws a confession from Glenda. Jeffrey, also an attorney, represents Glenda when she is arrested upon arriving on shore. A skeptical district attorney, and the fact that Jeffrey horsewhips the star witness (the hit-man), combine to get Glenda completely off the hook.
