American bomber pilot Captain Jeff Dakin (George Montgomery) is shot down on a bombing raid over German-held territory. As his crew bails out, Jeff sees his bombadier brother, Lt. Danny Dakin (Richard Graham), machine-gunned to death as he is drifting to earth. After being taken prisoner Jeff learns the name of the man who murdered his brother---Nazi ace Major Von Streicher (Martin Kosleck). In the concentration camp he begins a plan of escape with two other prisoners; Czech prisoner Captain Paul Husnik (Kent Taylor) and a young Russian doctor, Alexandra "Alec" Zoreisch (Annabella). The three escape during an air raid. Jeff begins to take a dislike to Paul over several incidents that arouse his suspicions. Actually Paul is Gestapo officer Paul van Brock who has engineered the escape in the hope that the Alec will lead him to the leaders of the underground movement. They manage to reach the home of a friend of Alec's father, where Paul reveals his true colors by killing the underground leader and calling the Gestapo. Jeff overpowers Paul and he and Alec escape and elude the Nazi agents. Reaching Holland, where plans have been set for their escape, Jeff learns that the plane in which he was shot down has been re-built by the Nazis for a mysterious flight to England. He refuses to take the boat with Alec and, disguised as a German soldier, learns the details of the flight plan and that the man who murdered his brother, Von Streicher, is to pilot the plane. Jeff steals a Nazi plane and heads for the English Channel to intercept Von Streicher.

American correspondent Bill Roberts (Dana Andrews) is a thorn in the side of the Nazis, as his paper always scoops the world with the truth about Germany. Gestapo Captain Carl Von Rau (Martin Kosleck) means to plug the leak and assigns Karen Hauen (Virginia Gilmore), who he attends to wed, to the case. Roberts is obtaining his information for his stories and broadcasts from an elderly stamp collector who, defiantly opposed to the Nazis, sells the "proper" stamps to Roberts, giving him the information. Attracted to Karen, Roberts invites her to his apartment where she learns his secret. The old philatelist is sent to a concentration camp, and then Karen learns that he is her father (Erwin Kalser). She appeals to Roberts for help and he, in loyality to the old man and now in love with Karen, agrees to help.

Paul Raden (Albert Dekker), hopelessly insane son of Maxim Raden, hated owner of the Radentown mills, is in a strait jacket in a secret room in the family mansion, while the body of his father is lowered into a grave. Twenty-five years earlier, the brutal father had hurled Paul against a wall when the young boy had tried to defend his mother and, with his brain injured forever, Paul's last memory, before descending into the shadows on insanity, was his mother's agonized scream. At the graveside are Dr. Ben Saunders (Harry Carey), Paul's twin brother John (Albert Dekker) and John's wife Elaine (Frances Farmer.) Pompey (Ernest Whitman), the family servant who has cared for and guarded Paul and kept the family secret for a quarter of a century,watches from afar. That night Dr. Saunders tells John that his twin, who he thought dead, is alive as the father, refusing to commit him to an institution, had bribed the doctor to sign a false death certificate and then bury another child's body as Paul. John and the doctor visit Radenhouse and find Pompey strangled and Paul vanished. While they search frantically for Paul, the latter revels in his freedom and falls in love with the first girl he meets, Milly Pickens (Susan Hayward), an unemployed mill worker. He wanders into a honky-tonk filled with dancing jitterbugs (Patti Lacey, Roy Lester, Ray Hirsch and Jane Allen), where a pretty blonde, Peggy Nolan (Jean Phillips), flirts with him. Her body is found the next morning near the closed-down Raden Mills. Terrorized by the second murder and the thought that a homicidal maniac is on the loose, the town goes mad with fear and greed when Dr. Saunders tricks John into offering a $5,000 reward for the killer. Milly purchases a revolver and persuades Paul, whose demented mind has forgotten the murders, to accompany her to Radenhouse on her hunch that the murderer is hiding there.
