In 1928, Big Ed Hanley (Paul Douglas), boss of a gang of Chicago racketeers, has money and power, but he is bored. A couple of henchmen sent by to rub Big Ed out by his rival, Pretty Willie (Cesar Romero), are relieved of their hardware by Quentin (Arthur Treacher), Ed's butler, and Bugs, his right-hand man. They march them downstairs, supposedly to drop in the river, but actually leave them in a very nice jail maintained by Ed for gangsters who drop by to rub him out. Ed's problems include keeping Ruth, who has begun to like him, from finding out about his activities, increasing his family and keeping uninvited guests from dropping by.

Henry Pecket (Clem Bevans) keeps a land-bound, home-made sloop in the backyard of his boarding house ran by widow Sara March (Charlotte Greenwood), who is tolerant of the fancied trips around the world taken by her "ancient mariner" boarder. Little Nella Cairn (Connie Marshall,)another boarder, is his constant companion on the sloop's "trips." When her brother, Jeff Cairn (John Payne), enlists in the Navy, Nella is sent to board with a cousin, but is unhappy and returns to the boarding house. Pecket sends for Jenny (June Haver), a waitress for Mr. Agrippa (Oliver Blake) at his lunchroom and sweetheart of Jeff. Pecket and Jenny together decide to take care of Nella, when she receives a telegram from the War Department advising that Jeff is missing in action. To console the young girl, Pecket tells her they'll sail out to a wonderful island he knows about where he is sure Jeff can be found. The widow March, incensed about gossip she hears that Pecket is entertaining women guests on his boat, sells it to Mr. Agrippa, who wants to make a hamburger stand out of it. He has a man install wheels on it and plans to tow it away the next day. Pecket, Jenny and Nella have a meeting on the boat, a storm blows up, and since the sails are set, the "Sara March" puts out to "sea,", where it becomes "reefed" in a haystack. A young itinerant dentist, Howard Williams (John Ireland), offers to tow them but runs out of gas just as they reach Dignman's Ferry. He suggests they launch the boat, and all hands, including Williams, who comes in handy when they encounter a scientist in need of dental work, set sail on an enchanted voyage for Pecket's rendezvous island..to find Jeff.

District Attorney Brady (William Forrest) induces taxidermist Peter Winkly (also Robert Armstrong), who is an exact double for Malone,to impersonate Dutch and assume leadership of the gang. Winkly "takes over" the gang and only Rita (Marian Martin), Dutch's girl friend, has any suspicion that he is not really Dutch. But Dutch sees a newspaper showing him out on the town, escapes from the hospital and is on his way to look up the imposter.

Mine owner Bill Simms (Kernan Cripps) is almost wiped out by previous holdups and Dan Baxter (Eddie Dew), in love with Simms' daughter Jane (Inna Guest), offers to drive the next stage shipment and Sandy is to ride shotgun. Benton's gang, headed by Durkin (Roy Barcroft) intends to rob the stage.

The first of a long-running series of Monogram-produced westerns starring Johnny Mack Brown and Raymond Hatton that replaced the Rough Riders series following the death of Buck Jones in the Boston night club fire. Though the next three years featured Brown (as Nevada Jack McKenzie) and Hatton (in his Sandy Hopkins role from the Rough Riders series) as undercover marshals in some form or another, this initial entry had Brown as a lone rider seeking vengeance and he and Hatton's characters were unknown to each other through most of the film. Hopkins offer McKenzie a marshal's job at the end of the film, which the Brown character declined and rode off alone on his quest. This quest didn't take long as by the next film in the series Nevada Jack McKenzie was a full-fledged U. S. Marshal.

In the 8th (and last) entry in the Scott R. Dunlap-produced "Rough Riders" series for Monogram, the town of Gold Creek is in turmoil due to the hi-jacking of gold. Newspaper editor Rufus Tood (Milburn Morante) is going to publish the fact that a dying miner accused Rand (Harry Woods) and Ludlow (Roy Barcroft) of being his attackers. John Corbett (Jack Daley), the town's leading citizen and Todd's supposed friend, but in reality the man behind the gang, has Todd's presses wrecked. The latter sends for U.S. Marshal Buck Roberts (Buck Jones, in his next to last film), who stops a holdup of miner Ray Mason (Bud McTaggart), carrying gold in a wagon, and brings the wounded Ray to town and secretes the wagon. Marshals Tim McCall (Tim McCoy, in his last series western), posing as a preacher, and Sandy Hopkins (Raymond Hatton), posing as an undertaker, have also arrived in town. The coffins Sandy brings contain a new printing press for Todd. With the aid of his daughter Julie (Evelyn Cook), Todd puts out an edition naming Rand and Ludlow as crooks and demanding the name of the man behind the crimes. The crooks identify Buck as the man who took the gold wagon from them, and Buck, posing as an outlaw, makes a deal with them to deliver the gold to the ring leader. They have other plans, however.

A talented 10-year-old singing prodigy, Foxine LaRue (Edith Fellows), who is only slightly less artificial and theatrical than her name, is pushed into vaudeville by her stage-mother mama, Gert LaRue (Margaret Irving), who is even more artificial and theatrical than her name. Foxine's pretty and older sister, Mary LaRue (Julie Bishop as Jacqueline Wells) makes sacrifices to support the trio. Al Partridge (Scott Kolk as Scott Colton), a hollywood agent becomes interested in Mary and takes the family trio to Hollywood in the hopes of Foxine getting into the movies. After several incidents by the rowdy Foxine on the train, and later at International Studios, Foxine is further from being in the movies than she was in New York. Gert decides that a "hoax" kidnapping is just the ticket to get Foxine the publicity to land a studio contract. That night Foxine dresses as a boy, disarranges her room, leaves a "ransom note" and hops a freight train. The police arrive the next morning and hear Mary accuse Al and Gert of staging the kidnapping, and they are arrested. Foxine leaves the train several hundred miles away and takes shelter with the good-natured Pascual Orozco (Leo Carrillo) and his family. The arrested pair are released when the police receive another ransom note (sent by Foxine.)

A brilliant geneticist, Dr. Moreau and his assistant Montgomery are on the brink of revolutionizing science when Edward Douglas becomes stranded on their remote island. At first glance, this tropical paradise seems idyllic. But deep in the jungle lies a terrifying secret. Moreau and Montgomery have been performing gene-splicing research on animals to create a superior breed of human being, and that experiment has gone terribly wrong. They have ignored the most fundamental law of the jungle: survival of the fittest. Roaming free, these beast-people are highly intelligent with murderous instincts. Their thirst for blood is pacified through a combination of sedatives and shock discipline.
