Hoppy arrives at Twin Buttes and attempts to register at the inn ran by Jessie Dixon (Jane Randolph) but she is suspicious and refuses him a room. Cassidy makes friends with "Professor" Dixon (Robert Emmett Keane), Jessie's father, and is given a room. Bruce is being kept in a hideout by a group of holdup men headed by Dixon, and has fallen in love with Jessie. She advises him to give himself up and face the Army court-martial, rather than participate in a series of shady deals engineered by her father. Cassidy escapes a trap set for him by Dixon and meets Lucky and California and they decide to look over Dixon's "laboratory" in the mountains. They find the place is a front for a plant where the gang makes copper bricks covered with a thin coating of gold. They ride fast to catch up with the gang when they learn a gold shipment is to be held up and the fake bricks substituted.

She takes a job as singer in the saloon, replacing Lita (Constance Worth) both as star and Braddock's "favorite." Lita helps Smith win a crooked-and-staged game of "High Card" giving Smith ownership of Braddock's saloon. But Smith double-crosses her and she shoots him somewhat dead, and Braddock is accused of the killing, and is about to be lynched.

Canadian Tom Merritt (Stanley Andrews) has discovered a substance, Compound X, that will cure infantile paralysis, which he extracts from a mine at Caribou, Canada. A country at war with Canada (unnamed because while Canada and the British Empire were at war with Germany, the USA "officially" wasn't in 1940) discovers that Compound X also contains magnetic properties which will make their mines effective against the British fleet, and dispatch one of their intelligence officers, John Kettler (Robert Strange), to work undercover to ensure a steady stream of Compound X for the Fatherland. RCMP Major Ross King (Herbert Rawlinson) is killed in a fray against Kettler's henchmen, and his son, RCMP Sergeant Dave King (Allan Lane) continues on in his place in command of the Mountie post. The foreign agents open a "sham" sanitarium, supposedly to help paralysis victims, but actually to ship the gathered quantities of Compound X abroad to their warring country. Sergeant King discovers the fraud and exposes "Dr. Shelton" (John Davidson), the sham head of the hospital. The Mounties also secure some fuse caps which will provide proof that Kettler and his men are saboteurs. In an effort to recover the fuse caps, the enemy agents kidnap Linda Merritt (Lita Conway), sister of RCMP Corporal Tom Merritt,Jr.(Robert Kellard). King and the Mounties eventually put an end to the enemy agents in chapter 12, "Code of the Mounted", but not without a great personal sacrifice by one of their own.

Stuyvesant warns Fenten of his suspicions about "Reed" and the latter gives Hollister an assignment as a test.

She says she is not sure she can identify the gang leader as Pierre Ledoux (Paul Sutton) whom the Mounties suspect. Ledoux reaches Moosehead ahead of the Mounties and reports to Mart Duncan (Robert Fiske), Jean's uncle and secret leader of the fur raiders. LeDoux is ordered to backtrack and try to kill Jean in the event she recognized him, but misses. At the suggestion of RCMP Inspector Wylie (Vernon Steele), Jean goes to work for her uncle, sees Ledoux, but Jim is forced to release him for lack of evidence. Jim is suspended from the Mounties and his actions become suspicious to both the raiders and the Mounties, he attempts to loot Moreaux's cabin and is attacked by LeDoux, there for the same purpose. Jim hides the raider when his brother shows up. Duncan, about to flee town with the raider's money, is stopped by Ledoux, now friendly to Jim. The Mounties arrest Jim for apparently trying to rob Duncan, and he is drummed out of the service and jailed. Ledoux helps him break jail and takes him to the gang's hideout where Jean is a captive.

Wade Beaumont (Dick Curtis), R. A. Kirby (Kenneth MacDonald) and Burke (Edmund Cobb), of the Caribou Trading Company, have reduced the miners and trappers almost to the point of slavery by charging them exorbitant prices for provisions. Beaumont threatens to quit and the other two are thrown in a panic, but a fistfight between Beaumont and Larry Daniels (Stanley Brown)gives Burke an idea. He stabs Beaumont with Larry's knife and RCMP Sergeant Neal Crawford (Charles Starrett)arrests Larry for murder. Neal's romantic interest in Larry's sister, Norma (Iris Meredith), makes this task difficult. Not happy at the evidence brought out in the trial, Neal takes a leave of absence and begins his own investigation. He ties up the gold at the trading company until a successor to Beaumont is appointed, and thus keeps Burke and Kirby from absconding with the gold. Norma and Neal see the crooks burn the evidence that will free Larry. Burke, Kirby and Jacques LaRue (Albert Morin) clean out the vault and ride away, but are pursued by Neal and the Mounties.

As the opening scroll tells us, Narcotic was "presented in the hope that the public may become aware of the terrific struggle to rid the world of drug addiction." The movie itself is a salacious plunge into a world of sordid pleasures. It tells us the story of Dr. William G. Davies, an infamous snake-oil salesman who started his career as a promising medical student. In the opening sequence he saves an unborn baby by performing a cesarean operation after the mother was killed in an automobile accident. Stock medical footage shows a woman's stomach being sliced open like a ripe watermelon and the baby popping out like a jack-in-a-box. But the allure of opium proves too strong for the doctor to resist. After a single night of relaxation in a Chinatown opium den, Davies becomes a slave to drugs. As his medical practice deteriorates, he shifts his attention to "selling medicine by demonstration." He says to his nurse/fiancee, "I can't see anything wrong if my preparation has merit." However, his "preparation" is one of the great quack cure-alls: "Tiger-Fat." Davies soon becomes one of the leading sideshow attractions for a carnival. His success as a carnival huckster initially allows him to run with a fast crowd. In the movie's most shocking episode, Davies and his ritzy friends retire to a hotel room together for a drug party. "We're gonna get lit," says a woman. A buffet of drugs is spread out on a table and each guest takes their drug of choice. "It takes a needle for me to get a bang," says a woman. As each participant indulges, the party quickly turns into an orgy of excesses, one woman hikes up her skirts, another laughs hysterically, a man pontificates, another man becomes paranoid. The movie provides a litany of different reactions to drugs. Ultimately, Davies' drug addiction leaves him gaunt and stooped, living in a hovel with no hope of returning to his previous life.
