Uncle of actor Albert Brooks, Manners was raised in Los Angeles and attended Fairfax High. One of the Los Angeles' original Beverly Hillbillies, he played with a number of acts and had a folk music show in New York. He formed a group called Zeke & the City Fellers, and they performed on New York radio stations and toured Europe prior to World War II. He is credited with writing over 100 songs including the Andrew Sisters hit The Pennsylvania Polka.
