The outbreak of World War I places Scots officer Geoffrey Richter-Douglas in an uncomfortable position. Although his allegiance is to Britain, his mother was from an aristocratic Bavarian family, and he spent his summers in Germany as a child. When Geoffrey is approached by a German spy who offers him a chance to defect, he reports the incident to his superiors, but instead of arresting the spy they suggest that he accept her offer--and become an Allied agent. In Germany, among old friends, Geoffrey discovers that loyalty is more complicated than he expected, especially when he finds himself aboard the maiden voyage of a powerful new prototype Zeppelin, headed for Scotland on a secret mission that could decide the outcome of the war.

Instead, Duke's girl Sara gives them the news Duke is dead and the money gone on nursing care. They soon discover that Duke is actually running Hope Springs Nature Clinic with the help of most of the local villains. Very strange - and the nearby army camp and Sara's encouragement of Lieutenant Vine would seem to be no coincidence either.

At first, he finds only support from Minna (Juliette Greco), hostess of the town's only night club, who is in love with him, and a derelict ex-British Army Major, Forsythe (Errol Flynn.) His crusade gains momentum and he is soon surrounded by an odd assortment of characters: Cy Sedgewick (Orson Welles), an American TV commentator who becomes impressed and rallies world-wide support; a U.S. photographer,Abe Fields (Eddie Albert), who is sent to do a picture story on Morel and stays on to follow his ideals; Saint Denis (Paul Lukas), a government aide ordered to stop Morel; Orsini (Herbert Lom), a professional ivory hunter whose vested interests aren't the same as Morel's; and Waitari (Edric Connor), leader of a Pan-African movement who follows Morel only for the personal good it will do his own campaign.
