In the last of the "Rocky" Lane series, federal marshal Rocky Lane (Allan Lane) saddles up "Black Jack" and heads for the Mexican border to investigate cattle rustling during the Spanish-American War. He gets a job with feed-merchant Nugget Clark (Eddy Waller), and discovers that Nugget's wizened little helper,Josh Bailey (Edward Clark), has been giving cattle shipment information to the town dentist, Mason "Doc" Ramsey (Stephen Chase), who is the secret leader of the rustlers headed by Floyd Garnett (Roy Barcroft.) When Ramsey and Garnett steal some of Nugget's cattle feed, Rocky follows them to their hideout through a waterfall into a hidden valley (El Paso is overun with such scenic delights.) The outlaws have kidnapped Alice Clark (Phyllis Coates)and Rocky captures Ramsey after Garnett is killed in a gun battle. Alice is rescued, the stolen cattle are recovered and Rocky moves on to his next film assignment, which was more than five years later when he turned up as the sheriff in Universal's "The Saga of Hemp Brown." This film had two working titles, "Stagecoach To Cheyenne" and "El Dorado Gold Rush", which lasted until somebody read the script and found no mention of gold rushes, El Dorado, Cheyenne or stagecoaches-to-anywhere. The waterfall in a hidden valley would have fit Cheyenne better than El Paso, but it would have been a heck of a cattle drive to get the herd across the Mexican border.
Banker Mason is after the ranchers land so he can resell it to the railroad for a profit. He has the railroad agent killed and replaces him with his stooge who then offers even less than Mason. But Rocky eventually suspects Mason and when Bill Anderson informs him the agent is a fake, they head out after Mason

Johnny Brownell (Johnny Mack Brown), former Confederate officer turned Federal agent, is sent to Texas during the reconstruction years to obtain evidence against a gang of raiders who have been making life difficult for the local carpet-baggers. He saves the life of Shorty Kendall (Raymond Hatton), an unreconstructed rebel about to be hanged, and this wins him the gratitude of Belle Chambers (Evelyn Brent), a widow whose husband was killed in the Civil War who hates all Yankees with a fevor. It is she who heads the gang of Raiders, but Johnny soon proves she is a pawn of a conscienceless lawyer, Preson Durant (John Merton), who is using Bell's raiders to cover up his own schemes. Reno Browne is on hand as Belle's daughter Lynne, billed as Reno Blair, as she always was in any film with Johnny Mack Brown.

Reporter William Tyler (Robert Shayne) thinks otherwise and, posing as a rich rancher, contacts Miss Raymond. The latter, now being blackmailed by Caldwell, is forced to persuade Tyler to invest in a fraudulent oil deal. In her own attempt to break the racket, Carole uncovers Mildred Hayes (Teala Loring), another innocent victim of the Desmond case. Despite leading each other on for their own purposes, Carole and Tyler fall in love and combine their efforts.

Hidden in a closet, Jason overhears Brennan and his partners discussing a situation which exactly parallels his new story. He steps out when the discussion reaches the point of his story's current progress and, seeing a chance of finding an ending to his story, offers to make a suicide look like a murder. He soon finds himself the central figure in a front-page murder trial before he proves the supposed suicide to have been an actual murder - committed by one of the victim's partners.

Jennifer Rensington (Minna Phillips), Cornelius' sister, threatens to cut off his share of the family income unless he settles down and gets married. The girls persuade the unwilling Molly to pose as Cornelius' wife. The sister arrives with Bill Rensington (David Bacon), Cornelius' son by a former marriage. Molly, while attracted to Bill, has to play out her role and Bill, thinking she has married his father for his money, turns his attention to Gwen, a scheming mercenary. Gwen arranges for Bill to cross the state line with her and get married, but Cornelius and the other girls catch up before the ceremony can be performed. Bill is told the truth about the hoax, and gathers Molly up in his arms.
In a desperate attempt to get a job for Ken Daniels (Allan Jones) and Alvino Rey (Himself) and his Orchestra (themselves), agent Mike Simms (William Frawley) plots to make Daniels a missing heir. Simms hires Austin J. Caldwell (Gus Schilling) to pose as an attorney and go to Gus Borelli (Leo Carrillo), owner of the swank Blue Room, asking if he has heard about Daniels' inheritance. Borelli, figuring he can cut in on the money, bright Daniels and Simms to the Blue Room just as Pamela Mason (Kitty Carlisle) is rehearsing some songs with Zybisco (Sig Arno) and his string quintet. Simms refuses to let Daniels sing with the quintet,saying he has already made arrangements with Alvino Rey to bring his orchestra and the King Sisters (Alyce, Donna, Louise and Yvonne King) into the Blue Room. This causes Pamela to lose her job and she is furious with Daniels, who tells her he will get her a job with the Rey orchestra. Later, she discovers the hoax tells Borelli, who sets out to kill Daniels and Simms. They, and the orchestra, manage to escape just as the Blue Room is filling with customers drawn by Borelli's heavy advertising of Daniel's debut. He sends Pamela to bring them back.

A Parisian sewer worker (Stewart) longs for a rise in status and a beautiful wife. He rescues a girl (Simone Simon) from the police, lives with her in a barren flat on the seventh floor, and then marches away to war.
Undercover agent Mark Owens (Charles Quigley) is sent to aid the Border Patrol in the trans-border town of Hernandez in breaking up a well-organized band of smugglers. Since the town is also noted for a place for obtaining quick marriages on the Mexico side, Mark obtains the job of pilot on "The Honeymoon Express." He does not realize that he has been recognized as a G-Man by "Hot Cake" Joe (Herbert Heywood), operator of a sandwich stand and an informant for the smugglers. Reporter Nancy Rawlings (Rosalind Keith), assigned to the airport on the American side of the border, sees Mike running the matrimonial express in his flamboyant uniform, and thinks he is ridiculous enough to make a good story. Her suspicions are aroused when he refuses to be photographed. She is further convinced he is a smuggler when she sees him accepting money from Kurt Feldon (Russell Hicks), suspected head of the smugglers. Feldon has accepted Mike as a genuine pilot for wedding parties and is paying him to steer customers to his cafe. Learning the truth from Joe, Feldon orders his henchman/flyer Blast Reardon (Marc Lawrence)to get rid of Mike. Blast, with a gang moll as his accomplice, charters Mike to fly them across the border to get married. A waitress at the airport, who Nancy has bribed to watch Mike's activities, tips her off about the flight and Nancy hides in the plane. Once in the air, Blast forces Mike to land at the smuggler's hideout, where he is imprisoned.

Reed gets away but goes to Dr. Tindal for treatment of his wound and Tindal kills him on the operating table. Kirk has uncovered some new evidence and confronts Tindal with it.
